Goals of the Project
Police of the Czech Republic is gathering information on concrete war crimes committed by any side of the war conflict in Ukraine, in accordance with so-called universal jurisdiction. Czech Republic is obliged to prosecute war crimes, regardless of where they were committed, by whom and against whom. The goal of Czech Police is to identify perpetrators of war crimes and in accordance with universal jurisdiction prosecute the responsible persons.
Definition of War Crime
As a war crime can be considered such act of any side of the conflict that fundamentally violates the law of war according to international law of armed conflicts or rules on protection of victims of armed conflicts. Typical violation of these rules is killing of civilians, conducting military operations against civilians, taking hostages, torture, sexual violence, looting, execution of captives and civilians, attacks against civil, industrial and critical infrastructure, conducting combat operations in inappropriate manner in residential areas, e.g. area bombing of cities or usage of restricted military equipment such as chemical or biological weapons. Summary of specific war crimes is included in Chapter XIII of Czech Penal Code.
Filling of the Form
The aim of the form below is to acquire information on committed war crimes. Filling the form is completely voluntary, provided information will be evaluated and if necessary, you may be (or may not be) contacted by the Czech Police with request for further information. We underline that filling the form is entirely informative and does not substitute a criminal complaint which can be submitted through usual channels.

You are not legally obliged to answer the questions below. Not filling the form has no effect on legality of your stay in the Czech Republic or the outcome of asylum procedure. You are not obliged to answer the questions, if truthful answer would expose you or your relatives to the risk of prosecution.
Secrecy
Police of the Czech Republic greatly appreciate your willingness to provide your information on war crimes in Ukraine and to contribute to identification of perpetrators. Czech Police also recommends to maintain confidentiality about the details in filled form and provided information. All data in the form will be handled sensitively, and provided information as well as your personal data will be protected from abuse.
